Purpose:
Worley is currently looking for a Field Contract Administrator- Pipelines who will support a major pipeline project with Regulatory Compliance services and related consulting engagements within our growing Compliance team. The ideal candidate will have a solid background working with PHMSA and will be primarily focused on applying industry-leading practices to assist our clients in tackling the complex regulatory compliance framework.
This is a field position
- Manage and administrate the Contract(s) in accordance with SC Policies & Procedures.
Identify issues, risks and improvement in the contract administration and claims processes and strategies - Act as the contact for interfacing with the Business Unit (BU) client
Interact with SC leader(s), BU client(s), accounts payable, other SC team(s), other internal stakeholders and contractor(s) & supplier(s) as required to effectively perform the work.
Determine when a contract at risk of scope or time change must be escalated to Management. - Provide guidance on contract administration matters to project managers or other operational staff, including training in contracting practices/procedures.
- Change Management: Initiate, complete and maintain Change documents as applicable. Lead, review and vet potential cost and schedule impact from Contractors in accordance with the SC Policy & Procedures and Contract(s).Determine when a change order or variance must be reviewed by SC and or BU management. all information required in order for Project Controls to generate requisitions including identifying scenarios in which service/rate catalogs exists and limit orders should be used. Create and maintaining Change Management log.
- Claims Management: Coordinate the Claims Process in accordance with the SC Policy & Procedures and the Contract(s). Proactively resolve contractual disputes managing variations / claims and amendments.
- Invoices, Payments, Contract Value: Proactively coordinate to ensure eligible invoices are paid on time and in accordance with SC Policy & Procedures and contracts. Monitor recovery of back charges and maintain back charge log. Prepare final account summary.
- Communication and Document Management: Maintain current all Contractual Documentation including internal and external correspondence in accordance with SC Policy & Procedures and Contract(s).Prepare formal correspondence to Contractor for review, and approval by Contract Owner. Review and distribute correspondence pertaining to Contract. Prepare notices of completion and close-out documentation. Support and respond to Q&A of final contract and the finalization of contract documentation and maintain contract filing system. Confirm receipt of insurance certificate, WCB clearances, surety performance documents where applicable, and maintain records. Maintain communication log.
- Supplier Management: Recommend suppliers for review based on exception or below par service.
- Service Rate Catalogues: Create and maintain service/rate catalogues within Contract(s).
- KPIs: Monitor, review and report Contractor(s) performance in accordance with the KPIs related to the Contract(s).
Meetings: Participate in Contract Kick-off meeting. Lead periodic Contract(s) Progress meetings. - Cost Savings: Administering Cost Savings and identifying Contract Value Leakage.
Reports: Prepare and share applicable reports and presentation as applicable on Contract(s). - Close out: Ensure that the contract(s) are closed out as per the SC applicable procedure. Recommend Contract Administration process improvements, re-qualifications and clarifications. Promote and participate in STREAMLINE activities such as team huddles, and promote continuous improvement. Other duties as assigned from time to time.
- Coaching & Mentoring: Coach, train and mentor SC Contract Administrators to enable them to successfully perform their function.On-board and mentor new SC Contract Administrators. Review SC Contract Administrators assignments and workload, and make recommendation to the applicable SC Leader for re-assignments and cross-training in specific functional/technical processes and tools. Support the SC Contract Administrators to identify productivity improvement opportunities, remove barriers, and improved processes and / or enhanced services to the Business Units (BUs).Provide feedback to both the SC Contract Administrators and the applicable SC Leader on performance.
What you will bring
- A relevant University Degree, designation or enrollment in a Supply Chain Management program such as ISM, SCMP, CSCMP, or IACCM and ten (10) years of Supply Chain Management experience specifically in administration and management of contracts.
- Experience in claims preparation & strategy
- Experience with terms and conditions
- Experience in formal and informal dispute resolution
- Experience in or Understanding of Contract Law
- Strong attention to detail and rigour with details
- Ability to lead a small team of SC Contract Administrators.
- Demonstrated ability to network and influence others.
- Ability to manage multiple high priority projects
- Excellent written and oral communication skills, analytical and problem solving skills, interpersonal skills
- Ability to work within tight deadlines
- Exceptional Microsoft Office computer skills in Word
- Bachelor’s Degree or equivalent
