Responsibilities:

  • Manages all contract activity for client on an IPMT Project.  Travel to the customer office or to the project site may be required, either before the contract receives final approval or during the life of the contract.
  • Participates in strategic planning for project, i.e., risk assessment, bid/no bid analysis, business plan.
  • Ensures accuracy and timeliness of contract administration by the assigned Contract Administrators.  Coordinates with affected groups to ensure proper support in contract administration, proposal preparation, and in negotiations.
  • Reviews requests for proposals particularly to identify risks and terms which may not conform to Company policy.
  • Negotiates the more difficult, complex, or sensitive issues with customer management.
  • Makes staffing recommendations, offers training, reviews work produced, completes performance evaluations and counseling as needed.
  • Preparing Contract Strategy/Plan, formulating and issuing construction contracts of medium to large size scope.  Identifying and packaging smaller work scopes.
  • Pre-qualifying and preparing lists of bidders, Receiving and evaluating bid, preparing contacts and bid documents.
  • Interviewing contractors and potential contractors and making appropriate recommendations
  • Preparing commercial summaries and letters of recommendation, posting awards, administering contracts (correspondence, progress minutes, filing, change management, and performance measurement), monitoring contractors' performance and conformance to commercial terms, and approving progress invoices.
  • Communicating with client to secure approvals in accordance with established procedures.  Interacting with engineering and construction departments to comply with terms, revisions and amendments.
  • Participating in contract termination, claims or dispute settlements according to delegated authority, conducting close out review and processing back changes.
  • Supervising work within a small work unit composed of employees within own discipline or a related area of specialization.  Providing technical guidance to co-workers.  Determining the training and development needs of employees.

What you will bring

Technical and Industry Experience: 

  • 15+ years’ experience in field; Typically 10+ years supervisory and/or management experience; Manages work directly or indirectly through Managers.  
  • Manages multiple, related functional disciplines or a single highly specialized complex function; Develops and implements strategic programs and policies for their functional group, which will have impact on the overall organization; Complex project management capabilities; Works with executive management on significant matters influencing the organization’s business results, which may or may not include global strategies;
  • Ability to visualize and design new concepts and ideas related to functional area of expertise; Broad knowledge of business operations and ability to implement and sometimes lead organizational change effectively; Solutions are derived from interpreted and applied general information.     
  • The ability to effectively communicate and present complex program proposals and reports to executive level management is critical. Ability to persuade and influence others is critical. Participative management style with a cooperative team approach.  Proven leadership skills in multi-cultural and possibly multi-national environments. Commitment to customer service and ability to work in a team-oriented environment.
  • Experience working with local contracting strategies, marine scope of work and managing marine contractors.

Education – Qualifications, Accreditation, Training:

Required:

  • BA/BS degree in related field or applicable discipline, or equivalent or relevant experience.
