Advisian is a leading provider of Environment and Society (E&S) services in Canada. The E&S Service Line is a vibrant and growing team covering: Planning, Monitoring, & Management (including marine, atmospherics, terrestrial, and aquatic sciences); Society, Governance, & Engagement; and Regulatory Approvals, Permits & Compliance. We have a challenging opportunity for a full-time Senior Indigenous Engagement Specialist to join our dynamic team in North America West working out of the Edmonton, AB office. Our ideal candidate will have a strong technical background in federal/provincial/municipal environmental assessments, permits, licenses and approvals and be experienced in developing and managing complex resource projects. 

 

Responsibilities and Key Accountabilities:

The Senior Indigenous Engagement Specialist reports to the Society, Governance, and Engagement Practice Lead within the Advisian North America West Environment and Society Service Line. Responsibilities will include, but are not limited to the following:

 

  • Ability to build strong respectful relationships with Indigenous-owned businesses & communities, while enhancing Worley and subsidiaries corporate reputation and ability to deliver Indigenous Capacity Development services, in support of the Worley’s Indigenous Engagement Policy.  
  • Manage engagement scopes for our client, including overseeing a team or independently deliver (depending on portfolio size) Indigenous Engagement and Stakeholder Engagement Project Plans and Local and Indigenous Participation Plans.
  • Provide senior strategic analysis, advice and recommendations on Indigenous strategies, opportunities and issues involving Advisian and its impacted communities.
  • Assist with development of Society, Governance, & Engagement practice strategy and delivery of strategy each fiscal year.
  • Ability to build productive relationships with Advisian and Worley’s customers within the resource & energy industry sectors, educational institutions and local government.
  • Provide guidance, training and direction to junior and intermediate staff to ensure the completion of the project scope of work and support development of the group
  • Superior interpersonal, and verbal communication, presentation and facilitator skills to effectively manage internal stakeholders including (1) Americas Region executive and Customer Sector Groups (CSG) leads, (2) Indigenous Engagement subject matter experts, and (3) functional groups from Pursuit through to project delivery.
  • Subject matter acumen and skills to operationalize the Indigenous Capacity Development portfolio within the Advisian business framework, including planning, process, and reporting.
  • Acts as liaison between local Indigenous communities and project stakeholders and implement execution strategies that align stakeholder benefits during the development and long-term operation of our clients’ investments.
  • Proactively create and maintain effective workflow and communications to accomplish the work of the Indigenous Engagement Team which includes the handling of a variety of projects and tasks simultaneously.
  • Advise on socioeconomic objectives and initiatives that provide direct and indirect benefits to local communities through social investment, employment and contracting opportunities.
  • Liaise with educational and training institutions to explore capacity-building initiatives for community partners. Assist in the recruitment process for direct hires from the local and Indigenous population.
  • Interface with leaders and representatives to build strong relationships with communities that include First Nations, Metis, various Indigenous groups, municipalities and local community organizations.
  • Deliver employment and training programs for construction projects.
  • Preparation and/or review of technical correspondence, project proposals, technical reports, work plans, and project specifications including cost estimates and budgets
  • Advise internal senior consultants and principals on Indigenous engagement and stakeholder engagement considerations/issues/requirement for projects.
  • Client management, including communication through verbal and written correspondence which may include presentation.
  • Business development – proposal preparation, attend client meetings, deliver engaging presentations, and attend client dinner.
  • Quality assurance – responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the Environment & Society Practice and providing senior oversight to junior and intermediate staff for preparation of quality deliverables.
  • Responsible for personal safety and the safe working practices to keep project teams safe and understand and follow Worley occupational health and safety procedures.
  • Travel as required for various field programs and meetings

 

Experience and Qualifications:

  • Bachelor or master’s degree in Science, Social Sciences, Environmental Engineering, Environmental Sciences, or equivalent from an accredited University, or Environmental Technician Certificate form an accredited College and relevant work experience.
  • Professional certifications in related disciplines (e.g. in Environmental Resource Management, Business/Contract or Environmental Law. Construction Management, Project Management, Occupational Health & Safety, Supply Chain Management, Business Planning and Operations) will be considered an asset.
  • Minimum 8 years progressive experience in applied Indigenous and Stakeholder Engagement work with a focus on (1) labour capacity building (assessments, capacity planning and deployment of skilled labour) within a project environment, and/or (2) assessment and qualification of Indigenous-owned Procurement businesses and/or (3) consultation to facilitate applications for regulatory approvals or permits.
  • Proven knowledge of Government of Canada and provincial guidelines for Indigenous Consultation and Accommodation.  Applied experience an asset.
  • In-depth working knowledge and applied experience in Territorial and/or Provincial guidelines and policy frameworks especially for resource extraction (e.g. minerals and heavy oil).
  • Experience on resource extraction (mineral and heavy oil) brownfield and greenfield projects in procurement, or skilled construction and maintenance trades will be considered an asset.
  • Proven and progressive experience in business development and/or service delivery in project environments.
  • A knowledge of Canadian Indigenous groups, their locations, economic conditions and other social and cultural factors.
  • Knowledge of project development as it relates to an Engineering, Procurement and Construction company.
  • Working knowledge of Indigenous cultural issues, communities and protocols is required, as is the ability to interpret related Federal and Provincial legislation.
  • This position requires up to 50% travel and requires candidate to have and maintain a valid driver's license and successfully complete a security clearance/criminal record check.

 

Preferred Qualifications:

 

  • An equivalent combination of work experience and education may be considered.
  • Strong organizational and communication skills are required.
  • Solid understanding of Microsoft office programs including Word, Excel, and PowerPoint.
  • Provide and demonstrate personal leadership in supporting a respectful workplace.
