Role Outline/ Responsibilities

Work as part of the Projects Contracts/Commercial Team and support them in the Pre-contract and Post- Contract Administration of the construction packages of MHF works on the North Yorkshire Polyhalite Project.

 

Pre-Contract activities are performed generally in the Stockton office with the later packages on Site.

 

·         Request for Proposal (RFP) evaluation plans;

·         Produce a Contract Execution Plan;

·         Produce and update a Contract Plan for all packages;

·         Performs qualification exercises to select bidders for RFP from the Project Master Bidders List and issues the bidders' list for review and approval;

·         Issue expression of interest letters;

·         Coordinate with engineering on the production of the package scope of works;

·         Compiles subcontract documentation for each package;

·         Produce and develop pricing schedule;

·         Issue invitation to tender letters and documentation to the selected bidders;

·         Receives and handles all queries from bidders including co-ordination of discipline response to queries. Indicates distribution of correspondence;

·         Co-ordinates visits by Bidders to the Project worksite;

·         Facilitates the subcontract package evaluation process and performs Commercial evaluations;

·         Initiates and chairs bid clarification meetings, writes and distributes minutes;

·         Compiles Proposal summaries and award recommendations for approval;

·         Compiles Contract packages for signature;

·         Performs line reporting to Contracts Manager concerning the Status of the activities performed to Pre-Contract.

·         Recommendation for award;

·         Obtains securities pre-award and mobilisation

 

"Post-Contract" is used in this context as the activities which are performed between the award of the Contract and its close-out consequent to satisfactory completion of Work.

 

·         Participates in pre-construction kick off meeting; writes and distributes minutes;

·         Receives all correspondence from subcontractors, initiates distribution and close out;

·         Maintains correspondence, Site Instructions and Contractor change registers;

·         Maintains Securities (Bonds, Performance Guarantees, Insurances etc.) and tracks for expiry;

·         Either replies to Subcontractors' correspondence where the subject is solely Contract-related or co-ordinates the review of and replies to such correspondence with other CLIENT/departments/disciplines;

·         Provide Contractual interpretation for Project Team

·         Review and advise Contractual impact of Site Instructions to Construction manager;

·         Liaise with Supervision on the Management and overseeing of TQ’s, NCR’s, Concessions etc.;

·         Ensure contractual deliverables are submitted by Subcontractor in a timely and an acceptable manner;

·         Ensure contractual compliance by subcontractor;

·         Attendance and chairs Subcontractor progress meetings, writes minutes, etc.;

·         Attendance and participation in Subcontractor Trend / early warnings Review Meetings;

·         Administer and reporting through the applicable tools;

·         Raises initial Back charge documentation accruing from work by Subcontractors;

·         Reviews all requests for compensation for extra work from Subcontractors and co-ordinate their further review and approval;

·         Raises regular Subcontract Amendments for inclusion in the Subcontract Price of approved changes;

·         Reviews Subcontractors' applications and invoices for Subcontract compliance and co-ordinates the review by other disciplines/departments;

·         Participates in Risk review meetings;

·         Co-ordinates the process of Subcontractor Performance Evaluation;

·         Receives Subcontractors' Notices of Completion and co-ordinates the issue of Notices of Acceptance/Rejection in reply;

·         Performs close-out of Subcontracts;

·         Performs line reporting to Project Management concerning the financial Status of Subcontracts.

·         Complies with all necessary Project Contract documentation and files for handover to Client

·         Closes out security documentation

 

Qualifications

Essential:

           Work experience

           Good skills with Microsoft office suite

           BSc
