General:
Facilitates the development and effective implementation of Project Quality Management Systems by the Project Team in a manner that meets Corporate, location, and contractual requirements. Manages project service and product verification and inspection of the project deliverables consistent with criticality assessments and contractual and regulatory obligations. Manages project quality support functions including quality planning, preventive action, non-conformance control, corrective action, management of change, audits and project quality reporting and review.
Specific:
The Procurement Quality Coordinator reports directly to the Mad Dog 2 Project Quality Manager and is responsible for the following:
- Liaising with Engineers to define Criticality of material and equipment and level of quality intervention.
- Review of Requisitions to ensure quality requirements are correctly defined.
- Quality input to Technical Bid Evaluation Process.
- Review of Inspection and Test Plans and noting quality intervention
- Implementing inspection policies and procedures for the Mad Dog 2 Project
- Management of the source inspection budget in support of all inspection activities
- Writing Consulting Agreements
- Sourcing Inspectors with necessary competencies for each assignment.
- Collecting and approving all inspection time cards in coordination with Package Engineers
- Preparing input to weekly and monthly reports.
- Reviewing and approving monthly invoices from inspection companies
- Managing and updating personnel tracker
- Analyzing the results of Supplier assessments and audits, reporting on investigations and inspections
- Issuance of inspection requisitions for agency support as required
- Coordination of scheduling of Pre-award/Kick-off and Milestone meetings with Suppliers as required
- Attending pre-inspection meetings for high criticality equipment as required
- Receiving Visit Reports on completion of Inspection and Testing activities. reviewing content and commenting as necessary. Filing and distribution of Visit Report.
- Providing input to the issue and disposition to Non-Conformance Reports (NCRs)
- Coordinating assigned inspection points within Supplier’s approved Inspection and Test Plan (ITP)
- Liaising with the Inspector to resolve inspection issues in Supplier’s facilities
- Witnessing Supplier testing or other inspections as identified in the ITP
- Selecting and assigning Inspectors
- Coordinating inspection activities to ensure consistency and continuity of inspection activities and monitoring of combined inspection man-hours
- Ensuring the Inspector has latest version specifications, data sheets, quality plan, drawings, etc. necessary to complete assignment.
- Preparing Field Inspection Assignment Packages (FIAP) and issuing in accordance with Worley’s EMS Procedure PAP-0013

Global Level Summary:
Senior level position requiring an advanced knowledge of the equipment to be installed on an offshore facility to be moored in the Gulf of Mexico Including expertise in all aspects of procurement quality

Plans, conducts and may supervise work of self and others. Has ability to lead project teams. Will be required to participate in cross-functional collaboration.
Supervision Received:
Works with self-initiated interaction with supervisor and self-initiated technical guidance. Broad duties assigned at beginning of projects. Work is assigned in terms of objectives, relative priorities, and critical areas that impinge on work of other units. Work is reviewed to ensure policy conformity and soundness of approach. Informed guidance is available.
Supervision Authority:
Able to lead functional project team. Will typically assign activities and regularly give job related guidance to project management team as a senior advisor.
Communication:
Strong ability to Inform and persuade on complex matters through preparation and delivery of proposals, presentations and reports, as well as collaboration with stakeholders and management.
Systems, Processes & Tools:
Strong understanding of systems, processes and tools related to procurement activities and inspection coordination. Able to assist others and troubleshoot issues.
University Degree, or equivalent, in related field or applicable discipline, or equivalent relevant experience. Typically, 7+ years relevant experience.
