Purpose:

Worley is currently looking for a Field Compliance Specialist- Pipelines who will support a major pipeline project with Regulatory Compliance services and related consulting engagements within our growing Compliance team. The ideal candidate will have a solid background working with PHMSA and will be primarily focused on applying industry-leading practices to assist our clients in tackling the complex regulatory compliance framework.

 
This is a field position
 
Responsibilities:
 
  • Supporting and administering compliance with project and construction management, project teams
  • Facilitate PHMSA inspections including preparation of post-inspection reports, RFIs, etc
  • Collobrate with other departments to direct compliance issues to appropriate existing channels for investigation and resolution.

  • Represents the project client in all aspects of Department of Transportation regulatory requirements with State and Federal Agencies
  • Exercises independent judgment in selecting and interpreting information and resolving difficulties.
  • Will be recognized as a subject matter expert for pipeline design, engineering integrity technical and regulatory compliance issues
  • Provide strong people and technical leadership, and is frequently consulted by and involved with senior management within operations and engineering;
  • Will be supporting the project through compliance in the area of pipeline engineering and operations practices and pipeline integrity maintenance programs;
  • Demonstrates advanced technical and business judgment through analytical and problem-solving skills;
  • Ability to work independently and show initiative by identifying potential opportunities for improvements;
  • Will be managing Legislative and Pipeline Safety Issues monitoring and communications;
  • Lead the development of appropriate criteria and the execution of reviews, audits and field observations as well as coordinating closure of findings
  • Will be dealing with PHMSA regulators and will be performing field work related to rules, regulations, environmental compliance and pipeline construction regulations
  • Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
  • Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
  • Demonstrated understanding of working with clients to achieve compliance goals.
  • Perform jurisdictional analysis on pipelines.
  • Perform internal gap assessments to determine effectiveness of programs and identify issues and noncompliance.
  • Identifies potential or actual areas of non-compliance through personal on-site inspections.
  • Provides input and guidance on compliance manuals, policies, and procedures according to company policy and regulatory requirements.
  • Assists in developing and conducting DOT training and emergency preparedness.
  • Provides regulatory interpretations and technical advice to clients using effective communications techniques.
  • Work closely with internal and external project members for project acquisition and execution for projects related to integrity management programs and /or compliance.

What you will bring


Required Technical and Industry Experience: 
  • BS/BA, technical degree or equivalent work experience;
  • Extensive knowledge of US pipeline regulations (49 CFR 195 or 192); and,
  • Construction Quality Control/Assurance concepts
  • Minimum 5years with 10+ years preferred in oil or gas pipeline and/or facility: Engineering, Construction, Operations and with preferred previous regulatory experience
  • Able to work in a team environment with minimal supervision
  • Excellent communication skills (written & verbal)
  • Computer Skills; MS Word, Excel, Teams, 

Other:

  • Experience and able to working in and around active construction sites
  • Good driving record
  • Assigned to Field Office for 3-6 month duration
 
Education – Qualifications, Accreditation, Training:
 
Required:
 
  • Bachelor’s Degree in Engineering, Environmental, HSE, Construction or related field
