Purpose:

Worley is currently looking for a Senior Compliance Specialist who will support a major pipeline project with Regulatory Compliance services and related consulting engagements within our growing Compliance team. The ideal candidate will have a solid background working with PHMSA and will be primarily focused on applying industry-leading practices to assist our clients in tackling the complex regulatory compliance framework.

 
Responsibilities:
 
  • Collaborates with other departments to direct compliance issues to appropriate existing channels for investigation and resolution.
  • Represents the project client in all aspects of Department of Transportation regulatory requirements with State and Federal Agencies
  • Exercises independent judgment in selecting and interpreting information and resolving difficulties.
  • Will be recognized as a subject matter expert for pipeline design, engineering integrity technical and regulatory compliance issues
  • Provide strong people and technical leadership, and is frequently consulted by and involved with senior management within operations and engineering;
  • Will be supporting the project through compliance in the area of pipeline engineering and operations practices and pipeline integrity maintenance programs;
  • Demonstrates advanced technical and business judgment through analytical and problem-solving skills;
  • Ability to work independently and show initiative by identifying potential opportunities for improvements;
  • Will be managing Legislative and Pipeline Safety Issues monitoring and communications;
  • Lead the development of appropriate criteria and the execution of reviews, audits and field observations as well as coordinating closure of findings
  • Will be dealing with PHMSA regulators and will be performing field work related to rules, regulations, environmental compliance and pipeline construction regulations
  • Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
  • Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
  • Demonstrated understanding of working with clients to achieve compliance goals.
  • Perform jurisdictional analysis on pipelines.
  • Perform internal gap assessments to determine effectiveness of programs and identify issues and noncompliance.
  • Identifies potential or actual areas of non-compliance through personal on-site inspections.
  • Provides input and guidance on compliance manuals, policies, and procedures according to company policy and regulatory requirements.
  • Assists in developing and conducting DOT training and emergency preparedness.
  • Provides regulatory interpretations and technical advice to clients using effective communications techniques.
  • Work closely with internal and external project members for project acquisition and execution for projects related to integrity management programs and /or compliance.

What you will bring


Required Technical and Industry Experience: 
 
  • Bachelor’s Degree in Engineering, Environmental, HSE, Construction or related field
  • 12 years of experience working in a compliance role with relevant pipeline and regulatory experience
  • Knowledge of risk management principles and quality assurance/controls management systems;
  • Ability to travel and work in the field away from project office;
  • Experience with maintenance management systems desired;
  • Related experience in the oil, gas, regulated utility or power generation industry is an asset.
  • Experience working with a variety of land databases such as CLS, Encompass, Bluebeam, Sharepoint, SmartPlant, Fulcrum, Omie and Microsoft Office
  • Experience dealing with Pipeline Construction Regulators
  • Knowledge of Rules, Regulations, Environmental and Pipeline Construction Regulations
  • Excellent written and verbal communication skills including the ability to provide timely and relevant feedback;
  • Strong analytical, reporting, conflict resolution, problem solving and facilitation skills;
  • Background and experience in Quality Assurance and Quality Control programs and processes;
  • Proven and recognized leadership skills for influencing, coaching, negotiation, and consensus building;
  • Strong interpersonal skills and ability to communicate with a diverse group of people;
  • Must be familiar with PHMSA Pipeline Code requirements
  • Must have a 49CFR / 95 /192 Certifications
  • Must have excellent communication skills and the ability to persuade in a diplomatic way

  • Bachelor’s Degree in Engineering, Environmental, HSE, Construction or related field
 


Preferred:

 
  • Master’s Degree in Engineering, Environmental, HSE, Construction or related field
